There are a lot of thought provoking statements in Lina's notes. What have we learned????? Vic



Learning from Afghan history:
- Importance of a contextualized analysis
- Understanding how social change has been received and resisted in Afghan history
- Example of 1920s -> the 'women's issue' brought down a monarchy
- Result was long silence on women's issue
- Why? Aggressive program for social change led by urban minority

Importance of understanding people's perceptions

Social context:
- We assume that women's voices are not heard, but maybe they are not heard by us
- We need a better understanding of Afghan culture and society before starting operations
- Building trust
- Understanding power and decision-making structures in the home (ie middle age/older women as matriarchs)

International/Local organizations:
- International and Afghan resistance to promoting gender issues in communities
- Resistance from women and men both
- Lack of coordination at all levels
- Short-term focus of women's programs
- Difficulty in obtaining funding
- Security as excuse for not implementing activities for women

Rhetoric, esp from US, of "liberation"
- Raises expectations
- Results in unmet promises and disillusioned people
