|Reporting directly to the Assistant Country Director for Programmes (ACD-P) the Program Development Officer/Gender Adviser is responsible for working with senior management on the design of new programs, proposal preparation and writing in accordance with program strategies and the Country Office LRSP objectives and directions; ensuring the timeliness and quality of country office reporting and information sharing; and promotion of gender mainstreaming into the organizational policies, practices and programs. The Programme Development Officer/Gender Adviser is a member of the Senior Management Team and is expected to contribute substantively to Country Office strategic planning and program expansion.
Job Responsibility #1
Program Development: Responsible for the development of proposals to continue, evolve and expand core projects of CARE Afghanistan in a range of sectors and areas including income generation, rural development, and women focused programs.
% of Time: 40%
Job Responsibility #2:
Maintaining overall quality of Country office reporting and information flow . Ensure the timeliness and quality of country office reporting though overall supervision and support to the Programme Information Coordinator, the Contracts Unit and PR & Media.
% of Time: 25%
Job Responsibility #3: Build internal country office capacity for gender mainstreaming: Provide support to a national country office gender adviser and the country office to build capacity of staff in gender mainstreaming; to develop and maintain a collection of good practice in gender mainstreaming; and maintain a database of materials on gender for use within programs and departments in the country office.
% of Time: 20%
Job Responsibility #4: Gender Policy development and mainstreaming: Work with a national gender adviser to provide policy support to senior management on gender perspectives in the organizational and programmatic aspects of the country office.
% of Time: 10%
